In relation to this story: We've contacted Carwyn Jones, Currently Welsh Education (amongst so many other things) minister. Letter follows, it was sent 29/06.

 

Dear Mr Jones:

 

I am contacting you on behalf of AHEd, Action on Home Education. We are an internet based group with an interest in defending and promoting elective home education in England, Wales and Northern Ireland.

 

At present, we have some concerns about the proposed legislation over special educational needs provision: some of our members are concerned that standardisation of statementing practices in Wales could result in unnecessary governmental oversight in home education provision for children defined as having special needs, and that any provision of additional resources may not also be available to home educated children with SEN.

 

At present, the legal position is that local authorities have no direct oversight of any home education, but have a responsibility and powers to intervene should there be demonstrable appearance of a failure to provide suitable education. We feel that this situation, where not exceeded by over zealous local authorities, is a fair and proportionate one to respect the needs of the child and the rights of both children and parents. We would be very concerned over the granting of regular oversight to local authorities over any home educators, or the provision of necessary additional resources as contingent on such oversight.
